The previous portal limited Fogafín's ability to communicate its role, programs, and services to citizens in a clear and accessible way, the rigid platform accumulated technical risk with no capacity for editorial or technological evolution, and meeting Digital Government guidelines on accessibility, security, and citizen self-service was difficult on the existing infrastructure. Beyond the institutional portal, Fogafín needed to integrate AA-level accessibility under WCAG 2.1, citizen service automation through an AI chatbot, and web governance tools for regulatory and editorial control.
01 Challenge
A State DXP on Drupal and Acquia Cloud under Digital Government
We architected and implemented Fogafín's institutional portal as a State DXP, with custom UX/UI design, on Drupal and Acquia Cloud Platform, integrating WCAG 2.1 AA-level accessibility from the architecture, citizen self-service, and an AI chatbot that automates citizen service. The platform runs on Acquia Site Studio for visual composition, Acquia Campaign Studio for digital communications management, and Acquia Web Governance for regulatory and editorial control, under Colombian Digital Government guidelines and the security standards of the public financial sector.
One nuance worth naming: implementing AA-level accessibility in a state entity is not a design layer added at the end. It is a constraint that shapes every architectural decision from the start, and in the Colombian public sector it involves regulatory validation cycles that cannot be shortened. The hard part was not building the portal. It was holding every technical decision within the margins that regulation does not negotiate.
